Generates an llms.txt file for a website from caller-supplied sitemap entries and page titles, spec-compliant with llmstxt.org: one H1, a blockquote summary, H2 sections with link lists and an optional Optional section. Produces the artefact, does not assess it. No outbound request - the caller supplies the pages.
